Tool search is how Claude Code looks up available tools as it needs them. If the server Claude Code talks to has already refused tool search during the current run, Claude Code now turns tool search off for the conversation. It logs: "Tool search is off for this conversation: the endpoint refused it earlier in this process."
The check that decides whether search across MCP tools is unavailable now also counts that earlier refusal. MCP servers are add-ons that give Claude Code extra tools.
Why
Claude Code no longer keeps trying tool search against a server that rejects it.
