Unclear It is not clear what the new manifest check looks for, so which plugins it refuses is unknown.

What

Plugins are add-on packages for Claude Code. When a plugin runs a program, Claude Code now passes along the plugin's own storage identity, not only the folder and a cancel signal as before.

There is also a new error code, manifest_containment_refused, for a check on a plugin's manifest, the file that describes the plugin.

Why

Programs a plugin starts are now tied to that plugin, and the new check means some plugins may be refused.
