What
When Claude Code starts, it can show a short announcement. It used to skip any announcement that had already been shown its maximum number of times. It now simply picks the highest-priority announcement.
An announcement can also carry alternate text for when an unused limit reset applies. If it has that text and a check passes, Claude Code shows the alternate text instead of the usual one.
Why
Because the limit on how often each announcement is shown is no longer applied at this step, you may see the same announcement more than once.
