What
Claude Code tells Claude which skills (packaged sets of instructions) are available. Each skill in that list now carries a digest, a short fingerprint of its content. A skill is sent again only when its name or its digest has not appeared in the conversation yet. Unchanged skills are not sent again.
When the Skill tool is unavailable, the list is not sent at all.
Before, Claude Code tracked sent skills by name only, for the whole session.
Why
A skill you edit during a session is announced to Claude again, and skills that have not changed are repeated less.
