When CLAUDE_CODE_RESTRICTED is set, Claude Code checks at startup whether to capture keyboard input typed early. That check gained an extra condition, but the condition can never be true as the code stands, so the check works as before.
Why
It touches restricted-mode startup, but has no visible effect.
