When you publish a plugin or skill, Claude Code first uploads it to your own space on claude.ai, called My Uploads. The text describing this step used to say the upload is scanned there. It now says whether it is scanned there depends on your organization.
Why
The notice is now accurate for organizations that do not scan uploads, so you are not told a check happens when it may not.
