Plugins can be told when another plugin passed an event past them

Hooks are pieces of code a plugin runs when something happens in Claude Code. A plugin whose hook was skipped because an earlier plugin ran first and sent the event on past it can now be told about this. Reports of these skips are checked and rejected if malformed.
