Plugins are add-ons for Claude Code. When Claude Code checks a plugin against a list of entries that allow or block it, entries marked as held off are now ignored if another matching entry is enabled. The plugin is reported as locked only if a remaining matching entry is disabled. Before, any matching disabled entry made it locked.
Why
Plugins that should be usable are less likely to show as locked.
