What
Hooks are commands Claude Code runs automatically at set moments, and plugins can supply them. Plugin hooks used to reload only when policy settings or user settings changed. They now also reload when admission text is set and a further condition holds. In that case the reload also runs once at startup.
Why
Plugin hooks can be refreshed in one more situation, including right at startup.
