What
A self-hosted runner is a machine you operate that runs Claude Code sessions. Its code now has a branch that turns away a session needing a tool server (a separate process that provides tools to the session) with the message "session needs a tool server, which this runner cannot host".
There is also a path for a runner that only hosts tools without running any work itself, but it cannot be reached in this build because the value it depends on is always empty. The runner's health setup was also reorganized.
Why
This is groundwork. The tools-only mode cannot run yet, so there is nothing new for a runner operator to switch on.
