What probably matters to youSection of the release
Unclear What the tether reminder does for a user, and what the new condition checks, is not stated.
What
Claude Code has a "tether" reminder with a live mode and a mode that keeps the reminder. Before, these turned on only when the CLAUDE_CODE_TETHER_LIVE environment variable was set or a server-controlled setting allowed it. An environment variable is a named setting passed to a program when it starts. Both modes now also turn on when a further condition is met.
The server setting falls back to off when the server sends nothing. It has read on for this site's account and for an anonymous check since early October.
Why
More users may now get the tether reminder behaviour.

Feature flag
tengu_curious_towerOff by default, switched on for this account
The shipped code defaults this off, and the flag server returned on for the one account this site reads on this version. That is the reading that makes the entry above worth a second look, and it still says nothing about your account.
This account: on · anonymous baseline: on · compiled default in v2.1.296: off
