The feature controlled by CLAUDE_CODE_HARBOR_KITE now checks a managed setting first. Managed settings are settings an organization's administrator deploys to users' machines. When messagingBeyondOwnAgentsDisabled is set there, the feature is off, whatever the environment variable or the remote switches say.

Previously only CLAUDE_CODE_HARBOR_KITE and two remote switches decided. When neither the variable nor the managed setting applies, those switches still decide, and they fall back to on when the server sends no value.

Why

Administrators get a way to shut off messaging between agents beyond a user's own, and users cannot turn it back on with the environment variable.
