Managed settings are settings an organization's administrator deploys to users' machines. When `messagingBeyondOwnAgentsDisabled` is set there, the feature is off, whatever the environment variable or the remote switches say.\n\nPreviously only `CLAUDE_CODE_HARBOR_KITE` and two remote switches decided.
