Vim mode's case toggle (~) no longer runs onto the next line

In vim mode, ~ now stops at the end of the line, does nothing when there is nothing to toggle, and keeps the cursor in the right place

Vim mode lets you edit your prompt with keyboard commands from the vim text editor. Its ~ command switches letters between upper and lower case. It has changed in several ways:

  • It stops at the end of the line instead of running onto the next one.
  • It does nothing when there are no characters to switch.
  • Accented and other combined characters are stored in one consistent form after switching.
  • The cursor ends up in the right column, even when a long line wraps onto several screen rows.
Why

This fixes ~ in vim mode, which could change text on the following line and leave the cursor in the wrong place.
