Reset times can now be shown in a chosen time zone

The time display used for reset times can now show a chosen time zone and name it in brackets after the time

What

The code that formats reset times, such as when a usage limit resets, can now take a time zone. When one is given, the time is shown in that zone and the zone appears in the brackets after the time. Previously these times were always shown in your computer's local time zone.

Why

Reset times no longer have to follow your computer's own time zone.
