Upload-limit message writes the size limit differently

The "exceeds the upload limit" message now formats the limit with a shared size formatter instead of always writing it in MiB

When a file is too large to upload, Claude Code shows a message saying it exceeds the upload limit. The size of the limit in that message is now written by a shared formatting routine. Before, it was always written as a number of MiB (mebibytes, a unit of file size) with at most one decimal place.

Why

The way the limit is worded in this message may look different from before.
