What
When you give Claude a PDF, Claude Code can attach it as a reference: a note that the file exists, without its content, so Claude reads it with the Read tool when needed. Two pieces change this:
New path for PDFs: a PDF whose page count is known can now be attached as a reference, and readableWhole is set when the file size is within a limit. Before, only PDFs over the page limit or ones the model refused became reference attachments. This path sits behind the gate tengu_twinkly_beacon, whose built-in fallback is false. Nothing has been read about that gate or tengu_pdf_reference_attachment.
New guidance to Claude: when readableWhole is set, the pdf_reference attachment says the content is not included but the whole file can be read without the pages parameter. Before, it always told Claude to use pages.
Why
Where this applies, Claude can read a smaller PDF in one go instead of being steered to request it page by page.
