Two pieces change this:\n\n- New path for PDFs: a PDF whose page count is known can now be attached as a reference, and `readableWhole` is set when the file size is within a limit. Before, only PDFs over the page limit or ones the model refused became reference attachments. This path sits behind the gate `tengu_twinkly_beacon`, whose built-in fallback is false. Nothing has been read about that gate or `tengu_pdf_reference_attachment`.\n\n- New guidance to Claude: when `readableWhole` is set, the `pdf_reference` attachment says the content is not included but the whole file can be read without the `pages` parameter.
