Skill permission reset is no longer controlled only by its server switch

What

Claude Code has a step that resets certain permission settings when a skill runs, and it used to be controlled only by a switch set from the server, which is off unless it is switched on remotely. The step now also runs when a separate check inside Claude Code passes, so the server switch is no longer the only way it happens.

Why

The behaviour tied to this reset, including a guard on how certain events are delivered, may now be active even when the server switch is off.
