What
A permission mode controls how much Claude may do without asking you first. A session can be handed a starting permission mode. Before, it took that mode on only when it was a remote session. It now also takes it on when an option called adoptSeedPermissionMode is set to true, even if the session is not remote.
Why
More kinds of session can now start in a permission mode they were given, rather than only remote ones.
