Interrupts aimed at a specific message are handled differently in remote sessions

Remote interrupts that name a message now have that message ID lowercased, and some of them no longer fire the usual interrupt handling

In a remote session, an interrupt (a request to stop what Claude is doing) can name a specific message by its message_uuid. Claude Code now lowercases that ID before using it. Before, the interrupt was passed on unchanged.

For some of these interrupts, Claude Code also no longer runs its general interrupt handling, which used to run for every interrupt.

This may change how targeted interrupts behave in remote sessions.
