What

The spinner and the dot shown next to a running tool used to stop animating only when reduced animation was on. They now also stop when another accessibility check applies.

When either applies, the spinner does not move and the tool dot does not blink. A tool that has not finished shows its dot in the normal text colour.

Why

There is less movement on screen for people who need animation turned off.
