In a certain mode, the propose_skills tool now runs an extra check on each proposal. If that check cannot compare the proposal with your existing skills, the tool stops with an error saying so and asks the model to call it again once. Before this change, a failed check with nothing refused let the proposal through.
In the same mode, the tool also skips its check that each skill has been read recently.
Why
This changes how skill proposals are checked: when a proposal cannot be verified, it is now refused instead of accepted.
