The footer at the bottom of the Permissions dialog used to always show "↑/↓ to navigate · Enter to select". Under some condition it now leaves that hint out.
Why
This is a small display change. When the hint is hidden, the up and down arrow keys and Enter are simply not mentioned in the footer.
