Claude Code adds a new named step, startup_interactive_input, to how it times its startup. The plugin engine also gains new internal records:
- counts of how often its worker process starts and crashes
- the time plugins were turned off
- an option to act on new plugins only
- tracking of skill files and of narrowed tool permissions
