What
Claude Code now reads a version number from a remote setting called tengu_max_version_config, which is empty unless the server sends a value. It uses that version only when it is higher than the version of Claude Code you are running. This takes the place of an earlier check at the same spot that looked at whether a model version needed a newer Claude Code.
Why
This gives the server a way to point Claude Code at a specific newer version.

Nothing here resolved what this flag was doing on this version, so nothing here should be read as on or off.
This account: no value returned · anonymous baseline: no value returned · compiled default in v2.1.287: not a boolean we can read
These values were read against a different version of Claude Code, so treat them as the nearest reading available instead of one taken on this release.
