What

Incoming hook and plugin messages in a remote session are now counted when they arrive over a verified channel. For each kind and status, Claude Code reports once whether the sender passed or fell below a minimum standard, and whether checking was enforced or only observed.

Nothing is blocked. Hooks and plugins are still left out of enforcement and are only counted.

Counting happens only when hook or plugin forwarding is allowed. That depends on CLAUDE_CODE_DISABLE_HOOK_FORWARDING, CLAUDE_CODE_DISABLE_PLUGIN_FORWARDING, and whether this is a remote session and how Claude Code was started.

Why

This looks like preparation for checking who sent a hook or plugin message before accepting it. For now it only measures and does not change what gets through.
