What
In some sessions there is no GitHub command-line tool installed. The GitHub command-line tool is the program you run as gh. In those sessions, Claude Code can provide its own stand-in gh instead. The instructions Claude receives now say that no GitHub CLI was found, and that the gh available is a built-in stand-in that only supports gh api calls to GitHub's REST endpoints.
Why
Claude knows in advance which gh commands will work. It can use gh api directly instead of trying other gh commands that would fail.
