Pull request attribution stats skip quietly on an expected error

When one kind of error stops pull request attribution stats, Claude Code logs a skip message instead of reporting it as an error

Claude Code gathers stats for pull request attribution. When one particular kind of error happens while gathering them, it now writes PR Attribution: skipping stats - and the error message to its log and moves on. Before, every error was reported as an error.
