Claude in Chrome is now off in one more situation, and setting CLAUDE_CODE_ENABLE_CFC does not turn it back on there

Claude Code now runs a new check before it looks at CLAUDE_CODE_ENABLE_CFC. If that check fails, Claude in Chrome stays off, and setting CLAUDE_CODE_ENABLE_CFC does not change that. In the previous build, CLAUDE_CODE_ENABLE_CFC was checked first and could always switch it on.

Why

If you rely on CLAUDE_CODE_ENABLE_CFC to force Claude in Chrome on, it may now stay off in some setups.
