The Write tool is how Claude creates or replaces a file. Its instructions to Claude used to include a variant saying that overwriting an existing file outside the working directory (the folder Claude Code was started in) would fail if Claude had not read it first. That variant is gone. The instructions now always say that overwriting an existing file Claude has not read will fail, with no mention of where the file lives.
