What
A tool call is one action Claude takes, such as running a command. When a call is stopped before its command actually starts, the message now says that nothing ran. This covers a call stopped:
At its deadline
Because Claude Code was shutting down
Because it was cancelled
Claude Code also records in its usage data when a stopped call ran nothing.
Why
Both you and Claude can tell that the stopped call changed nothing, so trying it again is safe.
