For a submit_feedback request with no draft_id, Claude Code now saves the report on your machine only when save_locally is true. When it is not, the report goes through the normal submission path.
Before, every such request went through the local-save step, with the save_locally value passed along to it.
Why
Apps that send feedback without asking for a local save now get an ordinary submission, and the local copy happens only when it was asked for.
