What
A skill is a packaged set of instructions Claude Code can load. The Skill tool now answers "Unknown command" for a further group of skills, as it already did for synced skills.
The list of tools a skill or plugin command is not allowed to use is now read through one shared step, rather than by reading the two setting names directly.
