What
Some GitHub errors are retried after a pause instead of failing at once. That list used to have three errors: IP allowlist, app suspended and SAML SSO. It now also includes github_idp_conditional_access. That is the error GitHub gives when your organization's sign-in service, called an identity provider, blocks access because a condition is not met.
Why
If your organization uses conditional access rules on its sign-in service, these GitHub errors are now handled like the other access errors instead of being treated differently.
