The Files API is how Claude Code uploads and downloads files through Anthropic's service. Before an upload, download or upload from a file path, Claude Code now runs an extra check. It passes along the server address it is using.
The refusal used to say the Files API is unavailable for HIPAA-regulated organizations. It now says: "File upload is disabled by your organization's policy."
Why
If your organization has turned off file uploads, you now see a plain policy message whatever the reason, and uploads may be refused in cases that used to go through.
