What
Claude Code can ask to resume Claude's thinking, the model's step-by-step reasoning before it replies. Once a session has recorded that such a request was refused with an HTTP 400 error, later refusals of the same kind are no longer each reported in usage data.
Why
Only the amount of usage data sent changes. Claude Code carries on the same way after a refusal.
