A session can have other machines attached to it. If Claude names one with the wrong capitalisation or with its "(offline)" label, Claude Code sends a correction. When that machine did not answer last time, the correction now says not to call it again in this turn and to tell you instead. It used to say a retry might fail.
The machine list no longer says that the next call to an offline machine will check again.
