Apps that run Claude Code inside them, such as the Desktop app or programs built with the SDK, can give a list of tools to launch. Claude Code now keeps track of tools left off that list.
When a permission rule would block one of those tools, Claude Code now treats it as switched off rather than denied. Claude is told the tool is still listed for the conversation but is switched off in this session right now, so it cannot run and Claude should continue without it. This does not apply when the hipaa setting is in force.
Why
Claude no longer treats a tool the app simply did not launch as a permission refusal, which should make it less likely to keep asking for it or to report it as blocked.
