After each turn, Claude Code can run a memory extraction pass that looks over the conversation for things worth remembering. This pass could already run when the tengu_passport_quail gate was on or when another existing condition held. It can now also run when a separate memory-promotion feature is present and turned on. That feature is not included in this build, so this new trigger never fires.
