What
Claude Code has new helper functions for tidying up web addresses (URLs). One of them parses a URL strictly: the address is rejected unless parsing it with the standard web URL rules (WHATWG) gives back the same scheme, host, path and query. The scheme is the https: part, the host is the site name, the path is the part after the site name, and the query is the part after a ?.
Other helpers remove one piece of a URL:

# - The trailing slash at the end of the path
Why
The strict check turns away addresses whose meaning changes when they are parsed, so the rest of the program only works with URLs that read the same way everywhere. The stripping helpers let two spellings of the same page be treated as one address.
