In a picker, a list you choose an item from, pressing the up arrow when you are not on the first item now moves the selection and stops there. The keypress is no longer passed on to the surrounding parts of the screen.
Why
One up-arrow press now does one thing, instead of also triggering whatever else was listening for that key.
