What
The permission mode sets how much Claude Code may do without asking you. Plan mode is the mode where Claude works out a plan before making changes. The check that decides whether proactive tools are available now takes the current permission mode into account. In plan mode, an extra condition must also pass for those tools to be available. In other modes the check works as before.
