Plugins are add-ons that extend Claude Code, and some are installed in the background when Claude Code starts. Remote managed settings are settings an organization's administrator delivers to Claude Code from a server. Background plugin installation now waits for those settings to finish loading before it starts.
If the remote managed settings do not finish loading, Claude Code logs a message and installs plugins using whatever settings it has loaded so far.
Why
This means plugins installed at startup are normally installed under your organization's full policy, not a partial one. If you see the log message about settings not settling, the install used an incomplete set of settings.
