It has been in the build since v2.1.200, including the newest one read.
When 1, true, yes or on, restricts workflows to named bundled ones: the Workflow tool rejects calls carrying script, scriptPath, resumeFromRunId or remote (invoke as {name, args} only), a nested workflow({scriptPath}) throws, and the workflow list is built from the bundled workflows without loading user or project workflow files.
Not Anthropic's. Written by Claude Opus 5.5 from reading the v2.1.286 bundle, and it can be wrong.
