Voice Notice Replaced with Contextual Tip

The persistent "Voice mode is now available ยท /voice to enable" footer notice has been replaced with a contextual tip ("Use /voice to enable push-to-talk dictation") that respects cooldown sessions and relevance checks. This reduces visual noise for users who don't use voice mode.
