What
The sandbox is a restricted space that limits what commands can do, including network access. On Windows, a message tied to cleaning up the sandbox now warns that programs started some other way, such as by a scheduled task, may keep running without network blocks. It ends: "Restart the PC to end anything still running as the sandbox account."
Why
If you use the sandbox on Windows, this tells you that some programs may still be running unrestricted, and how to stop them.
