Unclear What this check turns on or off is not known.
What
Claude Code has a check that is true only when the latest turn is an ordinary prompt from a person or from a program using the SDK. It is false when an assistant reply comes first, and for internal notes, conversation summaries and other messages Claude Code adds itself.
The check sits behind a remotely controlled setting and is off unless it is switched on remotely.
Why
Whatever it controls is meant to apply only to prompts you actually sent.
