Claude Code now has a check that, in some of its modes, looks up a tool by name on a list it receives from Anthropic's server. Tools are the actions Claude can take, such as reading files or running commands. The check returns true only when the tool is on the list.
If the server sends nothing, the list is empty, so no tool is selected.
Why
This looks like a way to roll something out one tool at a time. It does nothing unless the server sends a list.
