Unclear What treating converted skills as plugins changes for a user is not stated.
What
The server-controlled switch tengu_cached_pebble is now known to control converting skills (reusable instruction sets) into plugins (add-ons). It has been replaced by tengu_steady_finch, which also falls back to off when the server sends nothing; the old name no longer appears.
- The feature is on when the new switch is on, or when settings give
convertedSkillsAsPlugins. - Plugin list sync now records
convertedSkillsAsPluginswhen every page of the server's response setsconverted_skills_as_plugins.
Whether a value exists on the server under the new name is not visible.
Why
Whether skills show up as plugins now depends on the new switch name or your settings, not the old switch.

Read once, for one account on one subscription tier, against v2.1.305. It isn't a statement about your account. What a flag value here can and cannot tell you
A reading is one sample. Claude Code evaluates its flags remotely, so no client sees the targeting rule behind a value and this says nothing about your account.
